On April 23, 2024, the first meeting of the newly formed CBAM expert group of DG TAXUD (Taxation and Customs Union) took place. The new CBAM group includes representatives from EU countries, (industry) associations and NGOs as well as observers from third countries. As a CIELFFA representative, Mr. Schoenemeyer is a member of this working group. The task of this group is to advise the European Commission during the current transitional phase of the CBAM and to help to design future regulations which will apply for the final phase.
Here are some of the results of the first meeting:
- DG TAXUD presented the work plan until 2025: The CBAM Regulation is to be revised slightly in 2025, but only with regard to some technical aspects, which will then come into effect in 2026. More substantial changes, such as a possible extension of CBAM to other sectors or products in downstream stages of the value chain, will only take place at a later date.
- The Commission plans a report by the end of 2024 on the further planning of such a possible extension to downstream products.
- DG TAXUD presented initial results and experiences from the Q4 2024 reporting quarter: over 15,300 completed reports were submitted for this period, with around 3,000 remaining in draft status. With around 2,200 reports, the largest number of reports came from Germany, followed by Poland (2,000) and Italy (1,900). The largest quantities of CBAM imports came from Ukraine, Turkey, China, Canada and Brazil.
